Changes include application information and consultation requirements, and process and timeframe details.
The Act provisions that come into force today include changes to the information requirements for Fast-track referral and substantive applications.
These changes include:
· additional information to demonstrate the project’s relevance to the Government Policy Statement on Grocery Competition, if applicable (referral applications)
· additional information about the significance of anticipated and known adverse effects of the project on the environment (referral applications)
· changes to the requirements for pre-application consultation and notification (all applications)
· additional information provided to the Minister when applying to have the project listed or when applying for a determination on a listed project planned to proceed in stages (substantive applications).
We have updated our online forms in the application portal to reflect all the amendments now in force.
You can read the amendments here:
Fast-track Approvals Amendment Act 2025 No 78, Public Act Contents – New Zealand Legislation
The substantive application form guidance on this website has been updated to assist in completing the new requirements in the application forms.

What changes will applicants see?
In addition to fields capturing new and amended information requirements:
· information in applications underway but not yet submitted has been transferred to the new form. Applicants can continue to complete their application without interruption
· information in applications already submitted but not lodged (levy and fee not yet paid) has been transferred to the new application form. Applicants can check and update their application to meet the new information requirements before re-submitting it. We notified affected applicants about this in mid-March.
What other changes have been made?
We have updated our multifactor authentication (MFA) method for the portal to use an authentication app (formerly SMS or phone call).
Updated guidance for this process is available in the portal and on this website (see What user support is available? below).
We’ve also made further updates to pages across this website to reflect all the amendments now in force.
What user support is available?
Users can find updated application portal user guides on the Fast-track website. These include creating new applications in the portal, and how to register, set up and use multifactor authentication, and reset your password.
PDF user guides for creating new applications in the portal have also been updated on these pages:

Substantive application for resource consents and other approvals
