Government Policy Statements
The Minister for Infrastructure may issue a Government Policy Statement (GPS) for the Fast-track. These state the Government’s policies about the regional or national benefits of certain types of infrastructure or development projects. The Minister for Infrastructure consults the relevant portfolio Ministers before issuing a GPS.
When assessing a referral application, the Minister for Infrastructure must consider any relevant GPS issued for the Fast-track.
When assessing a substantive application, the expert panel must consider:
any relevant GPS issued for the Fast-track
the Minister’s reasons for accepting a referred project’s referral application.

Government Policy Statement on Grocery Competition
This Government Policy Statement (GPS) outlines the Government’s objectives on improving competition in New Zealand’s retail grocery sector under the Fast-track Approvals Act 2024.
The Government’s primary objective is to enable enduring competition in the retail grocery sector at a national or regional scale, to help lower grocery prices and increase consumer choice over the long term. This means supporting the entry and expansion of firms that can challenge the dominance of existing major grocery retailers and offer genuine choice to consumers.

Ministerial directions
The Minister for Infrastructure may give the EPA a general direction about its functions, duties, and powers under the Fast-track Approvals Act 2024. The Minister must consult the EPA before giving a direction, and cannot give a direction about its statutorily independent functions or about a particular person or substantive application.
