Project summary
The project is to construct and establish a mixed-use urban town centre development including visitor accommodation, residential apartments and commercial/retail activities. The project area is approximately 6,126 m² located in the Devonport town centre area, in the Auckland Region.
The project will comprise nine buildings over an area bounded by Victoria Road, Wynyard Street and Clarence Street, and includes:
construction of five new buildings for visitor accommodation/hotel and residential apartments, ranging in building height from four to eight storeys
the refurbishment of six heritage listed buildings fronting onto Victoria Road.
The project will be supported by ancillary infrastructure, which includes:
pedestrian/walkable and bikeable connections
car parking (ranging between 80 and 200 carparks) and loading facilities
earthworks (ranging between 2,000 m² and 6,735 m² and excavation (ranging between 9,380m³ and 25,000m³)
water supply, stormwater (including any required flood mitigation measures) and wastewater services.
The project will require the proposed approvals under the fast-track approvals process:
resource consents approvals under the Resource Management Act 1991 (RMA)
archaeological authorities under the Heritage New Zealand Pouhere Taonga Act 2014.
Project location
The project area is located across the addresses identified as 3, 5–15, 17–19, 21, 25, 33, 37–39, 41, 43 and 45 Victoria Road; and 1–3, 6, 12, and 14 Wynyard Street, Devonport.
Project referral
The Minister for Infrastructure referred the project to the Fast-track on 14 August 2026. The application was lodged on 29 May 2026.
