The project includes:

  • marina and amenity buildings

  • boat launching facilities

  • associated infrastructure and structures including breakwaters, pontoons piers and access roads

  • dredging and reclamation

  • public walking and cycle paths

  • new parking areas for cars and trailers.

The project will require:

  • resource consents under the RMA 1991 

  • permits under the Wildlife Act 1953 

  • an archaeological authority under the Heritage New Zealand Pouhere Taonga Act 2014 

  • an authorisation under the Reserves Act 1977.

Project location

Hobbs Bay, Coastal Marine Area, and at 5 Daisy Burrell Drive in Whangaparaoa, Auckland.

Project referral

The Minister for Infrastructure referred the project to Fast-track on 25 November 2025. The application was lodged on 30 June 2025.
