Oparure Quarry South-Western Pit

Project summary

The project involves the development, operation and progressive rehabilitation of a new south-western pit at the existing Oparure Quarry.

The project will initially involve the establishment of a new 1.3 km haul road to the project area. Once access has been formed, quarrying will commence in stages. Each stage will be infilled with the overburden sourced from the following stage and the landscape will be restored to a natural form and reinstated to productive farmland. Quarrying is intended to continue to 2080 and will be located over a total area of 57.7ha.

The material extracted will be processed using existing fixed processing plant and water management facilities located in the Oparure Quarry. The only new manufacturing plant associated with the project will be a mobile crushing plant.

The project will not increase the current production rates (or vehicle movements) generated by the current operation of the Oparure Quarry.

The Minister for Infrastructure referred the project to the Fast-track on 25/05/2026. The application was lodged on 04/03/2026.

Completeness decision

The substantive application by Graymont (NZ) Limited was deemed complete on 7 August 2026. The application complies with the requirements of section 46 (2) of the Fast-track Approvals Act 2024. The application was lodged on 17 July 2026.

Competing applications decision

The substantive application by Graymont (NZ) Limited was deemed to not have any competing applications or existing resource consents on 21 August 2026. This decision is required under section 47 of the Fast-track Approvals Act 2024.
