Vicki Morrison-Shaw (Chair)
Vicki Morrison-Shaw is an experienced Resource Management Act Commissioner and Senior Environmental Barrister who specialises in resource management, environmental and Māori law issues.
She has broad experience across a range of different roles, including within law firms, a specialist iwi consultancy firm and for a local authority. Vicki is of Ngāpuhi descent and speaks te reo Māori.
She currently convenes the New Zealand Law Society Environmental Law Committee.
Dean Chrystal
Dean Chrystal is a Planner and Managing Director of Planz Consultants Limited. He has over 35 years' planning experience and was awarded the Distinguished Service Award by the New Zealand Planning Institute in 2013 and became a Fellow of the Institute in 2025.
Dean has been involved in a variety of strategic projects, including the preparation of statutory plans and planning reports, policy documents, design reports, research studies, and the presentation of evidence before Councils and the Environment Court. Major projects Dean has been involved in include the Darfield Dairy Factory, Te Rere Hau Windfarm, Pahiatua Dairy Factory, the University of Canterbury Dovedale Campus Screen and Digital Arts School, and the successful rezoning of Sticky Forest in Wanaka on behalf of SILNA descendants.
As an accredited RMA decision-maker, Dean has acted as an appointed Commissioner on numerous diverse proposals. This has involved over 100 hearings over more than 20 years, often in the capacity of Chair. In the last few years this has included chairing the hearings on the Te Tai o Poutini Plan – the combined West Coast District Plan, and being a member of the Waitaha Hydro Scheme Fast-track Panel.
Josh Markham
Josh Markham is a Principal Ecologist with Tonkin & Taylor and has over 14 years' experience, with a focus on biodiversity and integrated environmental management within public and private sectors throughout New Zealand.
He specialises in freshwater and terrestrial ecological monitoring, freshwater and terrestrial impact assessments, freshwater and terrestrial construction management, restoration, instream works and erosion, and sediment control methodologies.
Josh has a focus on large infrastructure projects, and he is seen as a technical specialist across New Zealand. He has an in-depth understanding on the statutory process and has provided expert evidence in many council hearings and environment court processes, and is currently a part of multiple Fast-track applications.
Todd Langwell
Todd Langwell has been involved in the field of transport engineering for over 35 years and a Director with TPC for the past 17 years. He has extensive experience in traffic engineering and transport planning. Todd has been the lead traffic engineer on the design team for more than 2,500 developments, including traffic analysis of residential and commercial developments throughout New Zealand, with multiple projects in the Queenstown District.
Todd also has a background in active mode enhancement projects, road safety, and streetscape projects. Tasks included integrated transport assessments, new street design, assessing intersection capacity, and road infrastructure improvements.
Todd is on the expert panel for the Fast Track application for the North West Rapid Transit project in Auckland, and has prepared transport assessments for application under both the Fast-track Approvals Act 2024 and COVID-19 Recovery (Fast-track Consenting) Act 2020.
