On 15 October 2025, the panel convener appointed the expert panel with a commencement date of 28 October 2025. The panel consists of:

Mary Hill (chair)

Mary Hill is a Tauranga-based resource management and local government lawyer with over 25 years’ experience. Mary advises both private and local government clients on all aspects of resource management law. She has chaired a panel under the COVID-19 Recovery (Fast-track Consenting) Act 2020. 

Mary is an independent statutory officer designated by local authorities under the Protected Disclosures (Protection of Whistleblowers) Act 2022, and is appointed to conduct independent investigations into local authority code of conduct breaches. In those roles she is required to follow the principles of natural justice to ensure fair and independent decision-making.

Mary is a former President of the Resource Management Law Association and an associate member of the New Zealand Planning Institute.   

Juliane Chetham

Juliane has a background in Geography and Environmental Science with over 20 years of experience in resource management planning and policy, specialising in Treaty of Waitangi and Kaupapa Māori matters. Juliane has held roles across a range of industry, government and iwi/hapū authorities. Juliane is an accredited Hearings Commissioner and has served on a variety of resource consent, plan change, Notice of Requirement, Fast Track (Covid 19 Recovery Act) hearings and Waitangi Tribunal proceedings throughout the motu.

Euan Williams

Euan is a resource management planner with over 28 years' experience in planning and resource management in both local government and private practice. He is a full member of the New Zealand Planning Institute, the Resource Management Law Association, and is a certified Independent Hearings Commissioner. Euan currently serves on Auckland Council’s Independent Hearings Commissioner Panel and has been a panel member on a range of district and regional consent applications. He has been a member of an application considered under the COVID-19 Recovery (Fast-track Consenting) Act 2020. 

Alongside Commissioner functions, Euan is an experienced planning lead on a diverse range of projects and has successfully led numerous projects on behalf of clients in a range of residential, rural, infrastructure, and commercial projects.

His skills include the management of large and complex consent applications and has extensive experience leading multi-disciplinary teams for housing, infrastructure, subdivision and land development projects.
