Kitt Littlejohn (chair)

Kitt Littlejohn is a practising lawyer with over 25 years’ post-admission experience. He has specialised in resource management, environmental, land, local government and administrative law for much of that time.

Kitt has also been qualified as an independent hearing commissioner since 2008 and regularly chairs RMA and local government related hearings for local authorities throughout the North Island.

Greg Hill

Greg Hill is an independent hearings commissioner and resource management consultant and planner with over 35 years’ experience.

Greg regularly chairs RMA related hearings (full plan reviews, plan changes and resource consents) for local authorities throughout New Zealand.

Rebecca Skidmore

Rebecca has worked in the field of resource management for more than 30 years, specialising in the urban design and landscape aspects of environmental planning.

She is the founding director of the consultancy RA Skidmore Urban Design. Rebecca’s consultancy work has extended across the country and relates to a broad range of policy development, plan changes, resource consents and notices of requirement. She provides advice to a range of public sector agencies and private sector clients.

Rebecca has been a certified independent hearing commissioner since 2007. She has sat on numerous hearings for plan changes, resource consents and notices of requirement. Many resource consent hearings relate to large-scale and complex urban projects.

Rebecca is a founding signatory to the New Zealand Urban Design Protocol. She is a member of the Resource Management Law Association.
