Project summary

The retirement village project includes:

  • five interconnected buildings of between five to eight levels, including a one- to three-storey podium 

  • 252 new independent living units within the five new buildings  

  • refurbishment of an existing building on Kupe Street containing 90 care suites, and integration of this part of the project site with the new development 

  • a variety of communal amenity facilities for residents and visitors interspersed across the project site and within the respective buildings  

  • two pedestrian accessways through the project site.

Kupe Street, Te Arawa Street, Rukutai Street and Aotea Street in Mission Bay, Auckland.

Project referral

The Minister for Infrastructure referred the project to the Fast-track on 17 June 2025.

Completeness decision

The substantive application by Ngāti Whātua Ōrākei Whai Rawa Limited and Generus Living Group was deemed complete on 8 December 2025. The application complies with the requirements of section 46 (2) of the Fast-track Approvals Act 2024. The application was lodged on 17 November 2025.

 Competing applications decision

The substantive application by Ngāti Whātua Ōrākei Whai Rawa Limited and Generus Living Group was deemed to not have any competing applications or existing resource consents on 19 December 2025. This decision is required under section 47 of the Fast-track Approvals Act 2024.
