Jayne MacDonald (chair)
Jayne is a partner at Mactodd Lawyers based in Queenstown and leads the firm’s environment and planning law team. Jayne has some 30 years' experience in environmental and local government law. Jayne has been qualified as independent hearing commissioner since 2013 and regularly chairs RMA related hearings for local authorities from Christchurch south. Jayne is a member of the Resource Management Law Association.

Alan Pattle
Alan is a Chartered Professional Engineer with over 40 years of experience in civil and environmental engineering. Alan is the co-founder and director of the consulting firm Pattle Delamore Partners Ltd (PDP), specialists in water resources, ecology, contaminated land management and environmental engineering. The company has been providing consulting services to clients throughout New Zealand for over 35 years.
As well as being recognised as one of New Zealand’s most experienced and skilled groundwater practitioners, Alan’s skills and experience extend across a wide range of environmental disciplines. He has worked on environmental, land-development and infrastructure projects throughout New Zealand, as well as in Australia, Asia, the UK and in the Pacific. He is an experienced expert witness and a practicing Hearings Commissioner.
Rosalind Day-Cleavin
Rosalind is a sole practitioner based in Ōtepoti Dunedin with extensive decision-making experience on panels for a wide range of resource management and local government matters in the Otago and Canterbury Regions. This includes large subdivision and residential development consenting projects, large infrastructure projects, and private plan changes for residential development. She also sits on the hearing panels for the Mackenzie District Council and Timaru District Council district plan reviews which cover relevant topics relating to the rezoning of land for residential growth and future development to meet the housing and business needs of the community.
In addition to her commissioner experience, Ros has 25+ years’ experience as a practicing planner working on a range of resource management planning matters across the local government, central government, private consultancy, and tertiary education sectors in Aotearoa, New Zealand. She is a full member of the New Zealand Planning Institute and is an accredited hearing commissioner with chair endorsement. Ros has a strong interest in and direct experience with the integration, incorporation and consideration of Te Ao Māori and Te Tiriti o Waitangi within resource management settings and decision-making contexts
