Project substantive application

RCL Homestead Bay Limited lodged a substantive application for the project on 23 June 2025. This followed an initial application which was deemed incomplete (see below).

Completeness decisions

The substantive application by RCL Homestead Bay Limited was deemed complete on 8 July 2025. The application complies with the requirements of section 46 (2) of the Fast-track Approvals Act 2024.

Competing applications decision

The substantive application by RCL Homestead Bay Limited was deemed to not have any competing applications or existing resource consents on 22 July 2025. This decision is required under section 47 of the Fast-track Approvals Act 2024.

Initial application

The initial substantive application was made on 15 April 2025. It was deemed incomplete due to competing applications. Existing resource consents of the kind referred to in section 30(3)(a) were not identified in the application. The application was returned to the applicant as per s 47(9) of the Act. The applicant subsequently reapplied.

• the appointment of the expert panel

• the timeframe for panel decisions for the Homestead Bay project under clause 2 of section 79 of the Act.
