Daniel Minhinnick (chair)
Daniel Minhinnick is a Partner at Russell McVeagh. He has over 20 years' experience in environment and planning work, including significant experience across a wide range of major projects. He also has extensive fast-track consenting experience, including as the chair an expert consenting panel under the COVID-19 Recovery (Fast-track Consenting) Act 2020. Daniel is a member of the Resource Management Law Association.
Alan Pattle (member)
Alan is a Chartered Professional Engineer with over 40 years of experience in civil and environmental engineering. Alan is the co-founder and director of the consulting firm Pattle Delamore Partners Ltd (PDP), specialists in water resources, ecology, contaminated land management and environmental engineering. The company has been providing consulting services to clients throughout New Zealand for over 35 years.
As well as being recognised as one of New Zealand’s most experienced and skilled groundwater practitioners, Alan’s skills and experience extend across a wide range of environmental disciplines. He has worked on environmental, land-development and infrastructure projects throughout New Zealand, as well as in Australia, Asia, the UK and in the Pacific. He is an experienced expert witness and a practicing Hearings Commissioner.
Dave Serjeant (member)
Dave Serjeant is an environmental planner and independent hearings commissioner with a nationwide practice in plan making and large, complex projects. His experience spans a wide range of environments, from inner urban Auckland to the outstanding landscapes of Central Otago, and from mining operations to marinas.
Recent work has focused on hearings related to the introduction of Intensification Planning Instruments and related review of Qualifying Matters for Hamilton City and Waikato and Waipa District Councils’ district plans, and chairing the hearings for four Notices of Requirement for arterial roading and rail infrastructure projects in South Auckland and their interface with urban land development.
Dave has also been a member of a panel for a retirement village project under the COVID-19 Recovery (Fast-track Consenting) Act 2020.
Dave holds the qualifications of Bachelor of Town Planning from Auckland University (1979) and Master in Business Studies (Economics) from Massey University (1985). He is a full member of the New Zealand Planning Institute and a member of the Resource Management Law Association, with 46 years professional experience.
