Develop approximately 3,400 residential dwellings, an approximately 7.6 hectare town centre, retail and healthcare buildings, 3 retirement villages (with approximately 600 independent living units and care beds), approximately 27.7 hectares of open spaces, green links, recreation parks and reserves, and enable the potential development of a school.
244.5 hectares at Old Wairoa Road, Cosgrave Road, and Airfield Road, between Takanini and Papakura, Auckland.

The substantive application by Winton Land Limited was deemed complete on 29 April 2025. The application complies with the requirements of section 46 (2) of the Fast-track Approvals Act 2024. The application was lodged on 3 April 2025.

Winton Land Limited lodged a substantive application for the project on 14 February 2025. The Fast-track team has returned the substantive application, which did not comply with all the requirements of section 46 (2) of the Fast-track Approvals Act 2024.
Winton Land Limited then prepared and lodged a new Fast-track substantive application.
The substantive application by Winton Land Limited was deemed to not have any competing applications or existing resource consents on 13 May 2025. This decision is required under section 47 of the Fast-track Approvals Act 2024.
