Under section 48 of the Act, the chief executive of the Ministry for Primary Industries (MPI) was requested to make a recommendation in relation to the aquaculture approval sought by the applicant. To inform its recommendation, MPI could seek information from the parties listed in clause 14 of Schedule 5 of the Act at the same time that the Panel invited comments on the application.
